On the State Responsibility from the Perspective of Modern Governance

明确国家责任是推进国家治理体系现代化的重要任务。现代治理中的国家责任是政府对本国公民所承担的义务和对国际社会应尽的责任,以及政府如果未能履行上述职责应该承担的后果。建立现代国家责任制度,是对我国政治制度的创新和完善,也是提高国家治理能力的重要途径,对于抑制国家与社会、政府与人民之间关系的张力,保障人民群众的利益与福祉,建设社会主义高度民主具有重要的现实意义。

Clarifying the state responsibility is an important task in promoting the modernization of the state governing system. The state responsibility in modern governance is the government＇s obligation to the citizens and the international community. It includes the consequences that the government fails to bear. The establishment of the modern state responsibility system is an innovation and im- provement of political system and an important way to improve the government＇s ability to govern. It is of great significance in suppress- ing the tension between the state and society, the government and the people,and safeguarding the interests and well-being of the people and building a socialist democracy.
