摘要
在区域治理的政策定位中,一体化治理的目标诉求偏于理想化,在操作中难度很大,而协同治理的目标定位更切合实际,行动路径也更具操作性。京津冀区域发展的治理定位,就经历了从一体化诉求转向协同治理的政策变迁。推进京津冀协同发展,既要顺应区域经济发展的一般规律,也要尊重地方行政区划和管辖权的现实格局;既要推进跨界发展规划,也要遵循互利共赢原则,保障各方权利与义务相对称、责任与收益相对等,调动各方积极性,提高协同合作的实际成效。
In the regional studies, the policy needs of integrative governance theory is too idealized to operate in reality. In compari- son, the policy needs of collaborative governance theory is more realistic and its path is more feasible. The governance orientation of co- ordinated development of the Beijing-Tianjin-I-Iebei region has witnessed a policy evolution from the demand of regional integration to collaborative governance. To promote intergovernmental cooperation of the Beijing-Tianjin-Hehei region, it is necessary not only to com- ply with the general laws of regional development, but also to respect the reality of local administrative division and local jurisdictions. In order to mobilize the enthusiasm of the stakeholders, it needs not only to promote cross-boundary planning for regional development, but also to follow the principle of mutual benefit by ensuring each party's rights and benefits equal to its obligations and duties.
