国有企业资源利用效率与宏观经济绩效的研究

The Resource Utilization Efficiency Loss and “Stability Illusion ” of State-owned Enterprise

本文采用2005-2013年度全国30个省市的工业面板数据分析我国国有企业的资源利用效率和对宏观经济绩效的影响。文章认为国有企业名义资源利用效率虽然得到改善,但仍低于民营企业资源利用效率,即存在一定程度的效率损失。此外,在促进就业和提高国民收入水平等宏观经济绩效方面也相对较低。本文建议新一轮国有企业改革,应该注重民营资本与国有资本相结合,在促进国有企业提质增效和产业升级的同时,提高宏观经济绩效。

This paper analyzes the efficiency of resources utilized by China＇s state-owned enterprises and its influence on macroeconomic performance by using industrial panel data of 30 provinces and cities in 2005-2013. We points out that although the nominal efficiency of resources utilized by state-owned enterprises has been improved, it is still lower than that of private enterprises. Therefore, there is a certain degree of efficiency loss in state-owned enterprises. In addition, the contribution of state-owned enterprises in improving macroeconomie performance, such as promoting employment and raise the level of national income, is still relatively lower. In order to improve macroeconomic performance, our paper proposes the combination of private capital and state--owned capital in the new round of state-owned enterprise reform, to complete industrial upgrading and improve the quality and efficiency of the state-owned enterprises.
