无论一元还是二元派性执政,派性政治都存在代表性问题。它突出表现为:一方面,派性在竞选时宣称代表群众利益,另一方面,派性在上台后与大众渐行渐远。在代表性断裂条件下,社会领域的不平等问题加剧,村庄成为精英谋利的竞技场。民众重构代表制的努力,因派性的介入遭遇失败,村庄政治合法性被侵蚀。通过村级治理制度创新,能抑制派性谋利的空间,但要克服派性政治的代表性问题,还需构建更具代表性的体制机制。通过党委重视、部门联动来践行群众路线,加强村级党组织建设提升自身代表性,能弥补村级程序民主的代表性不足问题。

No matter a unitary or binary factionalism ruling,there is the question of the representation of factionalism politics.It is prominently manifested,on the one hand,as factionalism claimed to represent the interests of the masses in the election,on the other hand,as factionalism drifting away from the public after taking office.Under the condition of representative disruption,the inequality in the social field has been intensified,and the village has become a profit arena for the elite.P ublic efforts to reconstruct the representation fail due to the factionalism intervention,and village political legitimacy is eroded.Through the village governance system innovation,the factionalism profit space can be constrained,but to overcome the problem of the representation of factionalism politics,it is necessary to build a more representative system and mechanism.Through the party committee attention and the collaboration of various government departments to practice the mass line,and the enhancement of the construction of village party organization to raise its representation,the lack of representation of village-level procedural democracy can be made up for.
