大多数科研项目的成功申报都集中于三级医院,基层医院受医务人员科研意识淡薄、科研团队薄弱、研究条件受限、科研协作障碍以及管理水平等问题,申报的成功率很低。基于协同管理模式下的科研项目申报是将规范的科研制度、良好的组织领导、先进的思想认识、强劲的科研团队、明确的职责划分和专业的专家指导等因素予以协同。这些因素遍布于科研项目申报过程中的选题、书写、修改和答辩等各个环节。通过各环节的信息协同、业务协同、资源协同和组织协同,将整个科研项目申报系统从无序转化为有序,从而表现出科研项目申报系统的自组织现象,进而提高基层医院科研项目申报的成功率。

Most successful applications for scientific research were concentrated in tertiary hospitals, then at the primary hospitals, due to the weak scientific research awareness, the weak research teams, the limited research conditions, the terrible research col- laboration barriers and the low management levels, the success rate of declaration is too low.Based on collaborative management mode of scientific research project declaration is to coordinate these factors, such as the normative scientific research system, good organization and leadership, advanced thinking and understanding, strong scientific research team, a clear responsibility division and the professional expert guidance. These factors could be found in the selection, writing, revision and defense of the research project. Through the coordination of information, operation, resource and organization of all li^aks, to convert the entire scientific research project reporting system from disorder to order, then the self-organizing phenomenon of scientific research project declara- tion system would be displayed, and then the success rate of the application of scientific research projects in basic-level hospitals would be improved.
