通过"建立健全城乡融合发展体制机制和政策体系,加快推进农业农村现代化",实现"产业兴旺、生态宜居、乡风文明、治理有效、生活富裕"的振兴乡村目标,是习近平总书记在党的十九大提出的强国富民战略安排之一,这项任务能否实现,关乎复兴中华、实现伟大国家梦想的成败,深入研究习近平总书记提出的这一宏伟构想十分必要。实现城乡融合发展,振兴乡村,需要国家一系列社会经济政策发生转变——农业技术进步模式转变、农地保护模式转变、城乡区划模式转变、城乡社会治理模式转变、土地产权变革。

In the 19th CPC National Congress, General Secretary Xi Jinping proposed ＂we need to put in place sound systems, mechanisms, and policies for promoting integrated urban - rural development, and speed up the modernization of agriculture and rural areas＂, so that we can ＂ build rural areas with thriving businesses, pleasant living environments, social etiquette and civility, effective governance, and prosperity＂. It is not only a goal of vitalizing rural areas but also a strategy to power nation and enrich people. Wheth- er this task can be achieved is related success or failed in realizing the Chinese Dream of national rejuvenation, so it＇ s necessary for us to study Xi Jinping＇ s grand idea deeply. In order to realize integrated urban - rural development and vitalized rural areas, a series of social and economic polices are needed to change in China agriculture technology progress module, agriculture land protection mod- ule , urban- rural division module, urban -rural social governance module and the land property fight reform.
