摘要
针对政府评价标准存在的模糊性和随机性问题,探究基于DPSIR模型、熵权和正态云模型的政府环境绩效评价指标体系的构建。发现我国总体生态环境绩效水平不高,部分经济发达地区的环境绩效水平有待提高,建议加强污染物排放的控制与监管,建立以环境影响评价、环境审计、生态环境诉讼以及政府生态环境绩效评价等为内容的生态环境问责制度体系。
In view of the fuzziness and randomness of the government evaluation standards, this paper studies the establishment of gov- ernment environmental performance evaluation index system based on DPSIR model, entropy weight and normal cloud model. Results show that the overall level of environmental performance is not high ; the level of environmental performance in some developed regions should be improved. In the end, it puts forward some suggestions of strengthening the control and supervision of pollutant emissions, setting up the environmental accountability system of environmental impact assessment, environmental auditing, environmental litigation and government environmental performance evaluation.
