一种通用的城市交通多准则多属性综合评价方法

A General Method of Multi-criteria and Multiple Attribute Comprehensive Evaluation for Urban Transportation

城市交通领域评价问题具有自身的特点，现有综合评价方法普遍存在着复杂程度较高、易用性不足、对数据要求偏高等问题，在城市交通领域评价应用中具有一定的局限．针对这些现状提出了可以考虑多个准则多种属性的通用综合评价方法，方法可以给出评价对象的综合排序，同时可以得到评价指标的客观权重．对城市共享单车和中国城市交通运输发展水平两个实际问题给出了评价实例，计算结果表明，方法具有客观、简洁、稳健、易用的特点，最后将方法同两种常用的综合评价方法（DEA和TOPSIS）进行了比较，说明了方法的有效性和优越性．

The evaluation of urban transportation area has its own characteristics. Aiming to some generally existing shortcomings like as high complexity, lacking of sufficient usability and relative high quality demand of raw data required in existing comprehensive evaluation methods, a general comprehensive evaluation method for addressing multi-criteria and multiple attributes evaluation of social economic systems is proposed. The calculation of this method is processed based on original data. Accordingly, the comprehensive ranking of appraisal targets and objective weights of multi attributes could be proposed simultaneously as well. Two practical comprehensive evaluation examples including urban bike sharing and urban transportation development performance of China are introduced. Results show that the present method has some apparent characteristics involving objective, concise, robust and easy to use, etc. The effectiveness and advantages are argued by compared with two popular comprehensive evaluation methods, i.e., DEA and TOPSIS.
