社会治理智能化是新时代社会治理发展的重要方向。农村社区治理是社会治理的重要内容,社区治理信息化水平直接关系到社会治理智能化的实现。现代农村社区治理在实践中仍然面临多重困境。具体表现为:需求多样化及差异化背景下的信息收集困难,社会矛盾、风险加剧下的预警防控机制落后,开放、流动下的社会管理、服务力不从心,民众权利意识觉醒下的政府回应不足等多重困境。面对社区治理的诸多困境,诸多承担全国社区治理创新任务的实验区,依托信息技术构建"信息化"治理方式,不仅破解了现代农村社区治理中的诸多困境,为社区治理技术创新提供了经验借鉴,还有效推动了社会治理智能化水平的提高。从深层次来看,信息技术推动社会管理服务方式的变革、理念的变革、体制机制的变革,内含着人的解放,将个体不断从既有的束缚中解放出来,为人的全面发展创造更好的基础与条件,不断满足人民日益增长的美好生活需要。当然,当前社区信息化治理仍处于初级阶段,充分发挥信息技术在社区治理中的作用,推动社会治理智能化,实现社会有效治理,促进人的全面发展,还需要下沉信息网络平台、构建信息回馈系统、打造"微政务"管理服务单元格、形成社区治理主体网络体系。

From the deep point of view, information technology not only promote reform in social management service, but also in concept and system. The development actually implies the liberation of the people, to create basic and better conditions for the all-round development of people, to meet people＇s growing need for a better life. Of course, the current community information management is still in the primary stage. It still needs to enlarge the information network platform and construct information feedback system, so that it can give full play to the role of information technology in community governance, can promote intelligent social governance, and promote the all-round development of people. In the meantime, micro government management services are also needed to form the main network system in community governance.
