杭州市公共建筑能耗定额研究

Study on Energy Consumption Quota of Commercial Buildings in Hangzhou

公共建筑能耗定额的研究是从总量控制角度的建筑节能工作的重要组成部分。本文基于电力公司智能电表数据及现场调研,采用累计概率法对杭州市公共建筑能耗定额水平进行分析。结果表明酒店及办公楼样本呈对数正态分布,并基于此得到了类别化建筑的能耗定额水平表。通过与国家标准比较,验证了定额水平分析结果并得到杭州市的约束及引导定额指标推荐值;通过与地方标准比对,认为现行浙江省地方指标的节能引导力度有待加强。本文对各地区基于监测数据的能耗定额的制定提供了参考。

From the total-quantity-control point of view,study on the energy consumption quota（ECQ） of commercial buildings forms a crucial part of building energy conservation. Based on the data supplied by smart electric meters in State Grid and field surveys,the cumulative probability method was adopted in this paper to analyze the quota levels for commercial buildings in Hangzhou City. Results showed that samples presented lognormal distribution,and the table of ECQ levels of classified commercial buildings were also given. The results were validated by comparisons with the national ECQ standards,and the recommended quotas were summarized.However,at the same time,the local ECQ standards were proven to be too loose and needed to be strengthened,in order to play a reasonable role of energy conservation in Hangzhou. In this way,this paper proposes a reliable method to establish the energy consumption quota levels based on practical monitored data,which can be taken as a reference for other cities or regions.
