摘要
"十三五"期间,随着经济发展增速放缓,天然气市场由供给驱动消费转向需求驱动消费的模式,且随着天然气行业竞争性环节的逐步放开,以液化天然气接收站为基础、站线一体化项目为特征的液化天然气进口企业在上游资源价格、中间管网运营、下游市场开发均面临严峻挑战。基于全球液化天然气供应过剩及国内油气体制改革的背景,从企业全产业链面临的挑战进行分析,提出企业应在在上游优化资源组合,获取灵活、低价液化天然气资源;中游天然气管道股权改革,应对天然气管道独立带来的挑战;下游市场注重终端开发,扩大市场占有率等发展对策。
Consumption mode of natural gas market is shifted from supply drive to demand drive with economic development growth rate slow down in the period of"the 13th Five Years"and import enterprises of liquefied natural gas based on receiving station of liquefied natural gas and featured with integration project with station and lines are all facing severe challenges in up-stream resource price,middle pipe network operation and down-stream market development.It is proposed that enterprises should optimize resource combination in upper stream to obtain flexible and low-price resource of liquefied natural gas;implement stock system reform of natural gas pipeline in the middle stream to cope with challenged brought by independent natural gas pipeline and be focused on terminal development in the downstream market to expand market share,etc with the challenges faced up with whole enterprise industry chain analyzed based on the background of oversupply of global liquefied natural gas and domestic oil and gas system reform..
