石油企业托管业务改革发展研究

Trust Business Reform and Development in Oil Enterprises

随着重组整合和市场环境变化,石油企业中的一部分托管业务出现了大量经营性亏损,制约了石油企业的发展后劲。在分析石油企业石油企业托管业务现状和存在问题的基础上,提出了石油企业托管业务"十三五"期间的改革思路和改革途径。研究认为,托管业务应采取重组整合、社会移交、管理提升、混合所有制、关停退出等方式,分类制定改革实施方案,针对托管业务中的六大类业务,应结合实际选择适当的路径推进改革工作。

Plenty of operational losses of a part of trust businesses in oil enterprises occur ro restrict development trend of oil enterprises with rebuilding and conformity and market environment change.Reform ideas and reform ways of trust business for oil enterprises in the period of"the 13th Five Years"are proposed on the basis of analyzing current state and existing problems of trust business of oil enterprises.It is concluded in the research that ways such as rebuilding and conformity,social transfer,management improvement,diversified ownership and close and quit,etc should be adopted for trust business to formulate reform implementation scheme in classification and proper paths should be selected to boost reform in combination with reality pertinent to six businesses of trust business.
