The Structural Reform of Supply Side is an Important Theoretical Innovation of the Socialist Political Economics with Chinese Characteristics

供给侧结构性改革中形成并包含了丰富的中国特色社会主义政治经济学理论,具体体现为以人民为中心的发展理念,剩余劳动是社会进步的重要物质基础,社会再生产理论、结构性失衡及政府与市场的关系。应从"供给侧管理""需求侧管理""制度建设"和"改革本质"这四个方面来把握供给侧结构性改革的内涵,并坚持以中国特色社会主义政治经济学重大原则来指导具体的改革实践。首先,要增加中国的剩余劳动,进一步释放和增强剩余劳动的活力,为中国的经济转型与长久发展创造动力;其次,在深入推进供给侧结构性改革的过程中,合理划分政府与市场的边界,政府不应过度干预和扰乱市场机制;最后,供给层面要适应经济形势的变化,更好地实现以人民为中心的经济发展。

The article concludes that the structural reform of the supply side is an important product of the historical practice of the socialist political economics with Chinese characteristics,which are embodied in five aspects：people-centered development concept,surplus labor is the foundation of social progress,theory of social reproduction,structural imbalance,the relations between government and market.This paper explains the connotation of the structural reform of the supply side to the socialist political economics with Chinese characteristics from four aspects of ＂supply side management＂,＂demand side management＂,＂system construction＂ and ＂reform essence＂.Then it proposed that we have to take the socialist political economics with Chinese characteristics as the guidance in the practical reform.Relevant suggestions are put forward：increasing surplus labor in China for the enhancement of labor vitality,making clear boundary of government and market,taking people as the center in the development.
