农业供给侧结构性改革背景下我国农村三产融合研究——基于日本“六次产业化”经验

Study on the Rural Three Industries Integration of China Under Agricultural Supply-side Structural Reform——Based on the Experience of "Industrial Integration" in Japan

农业领域的供给侧结构性改革是解决目前农业农村发展新问题,转变农业发展方式的有效手段,而推进农村一、二、三产业融合,则是农业供给侧改革的科学选择。文章结合农业供给侧结构性改革,在文献回顾基础上,介绍了日本一、二、三产业融合发展的背景、特点与政策措施,借鉴其优点,因地制宜推动我国农业三产融合在培育"新农人"、经营主体创新、财政科技投入、突出农业农村发展的多功能性以及注重食品安全等方面提出了合理的参考建议。

The supply side structural reform in the field of agriculture is to solve new problems in current agricultural rural development,which is the effective means to change the way of agricultural development.It can promote the rural the primary industry,the secondary industry and the tertiary industry integration,which is a scientific choice of agricultural supply side reform.Combining with the agricultural supply side structural reform,on the basis of literature review,introduces the background,characteristics and policy measures for the development of the integration of the primary industry,the secondary industry and the tertiary industry in Japan.It refers that we should promote China＇s agriculture industries integration by fostering new farmers and new business entities,investment in science and technology,the multi-function of agriculture and rural etc.
