中俄自贸区与石油经贸合作问题探讨

Discussion on Sino-Russian Free Trade Area and Oil Economy and Trade Cooperation

石油贸易是中俄两国经济领域最为突出的合作项目。在中俄双方利益需求的推动下,中俄自贸区建设取得了阶段性的成果并以石油经贸合作表现最具代表性。对于俄罗斯而言,与中国开展石油贸易是稳定本国石油工业体系,推动国家经济发展与增加财政收入的重要保障。这也对我国的石油进口安全起到促进作用。但是,当前俄罗斯投资环境不佳,中俄两国发展战略利益差异,中俄自贸区建设不完善等因素则制约了上述意义的发挥。文章认为,推动中俄自贸区背景下双方石油经贸的合作,必须加强双方之间的政府合作、优化交易的金融环境以及进一步深入推动中俄自贸区建设。

China and Russia have the tradition of economic and trade exchanges,while oil trade is the most prominent cooperation project in the current bilateral economic fields.Under the impetus of the interests of both China and Russia,the construction of SinoRussian free trade zone has achieved phased results,and the performance of oil and trade cooperation is the most representative.As far as Russia is concerned,carrying out oil trade with China is an important guarantee for stabilizing the domestic oil industry system,promoting national economic development and increasing fiscal revenue.At the same time,China＇s oil import safety has played a catalytic role.However,the current Russian investment environment is poor,the strategic interests of China and Russia have differences,the Sino-Russian free trade zone construction is imperfect,and other factors have restricted the play of these meanings.In view of the above factors,to promote the Sino-Russian free trade under the background of both oil economic and trade cooperation,we must strengthen the financial transaction environment between the two sides of the cooperation of the government,and further promote the optimization of the FTA between China and Russia.
