Enlightenment of the USA Air Quality State Implementation Plan System

通过借鉴美国空气质量达标决策权、审批权、监管权上移到联邦政府,建立高效激励、惩罚,以及信息公开和公众参与等空气质量达标规划制度,提出我国空气质量达标规划制度设计的启示,包括空气质量达标规划制度应赋予中央政府更多的责任,明确中央政府在实现空气质量标准目标的职能,完善空气质量达标规划制度的法律依据。

By reference to the facts that the Clean Air Act of USA endow the decision-making,checking and approval and supervision rights of air quality attainment to make action with the federal government from the state governments,an air quality implementation plan system is established from the aspects of incentive,punishment,information disclosure and public participation.Enlightenment of China＇s air quality plan system design is proposed,including that more responsibility should be given to the central government,functions of the central government in achieving the objectives of air quality standards should be defined,and legal basis for air quality implementation plan system should be improved.
