社会力量参与社会治安防控体系建设的建构与完善

The Construction and Improvement of Social Forces' Participation in the Construction of Social Security Prevention and Control System

积极调动、引导和鼓励社会力量参与社会治安防控体系建设既是大势所趋,也是实现"小投入"、"高产出"社会效能的重要举措。目前,我国社会力量参与社会治安防控体系建设存在着参与的自觉性普遍性不强、教育沟通渠道不畅通、保障制度不健全,组织化程度偏低等问题。同时,在充分肯定社会力量参与社会治安防控体系建设的必要性和现实性时,必须注意到其存在的风险。通过加强教育、完善制度、创新形式等,尽早建构和完善具有中国特色的社会力量参与社会治安的防控体系。

It is a trend that social forces are being actively mobilized, guided and encouraged to participate in the construction of social security prevention and control system. Such measures yield a good social effect of＂big output out of small investment＂. At present, China＇s social forces are facing many challenges to participate in the construction of social security prevention and control system, for instance, the self-consciousness of participation is not universal and strong, the communication channel is not smooth, the security system is not perfect and the degree of organization is low. Therefore, we have to pay attention to the risks when we fully affirm the necessity and reality of the social forces＇ participation in the construction of social security system. By strengthening education, improving system and innovating form, the social security prevention and control system will be constructed and improved with the participation of the social forces with Chinese characteristics.
