摘要
福建省是我国溪河洪水灾害的易发区和多发区之一,如何及时准确地进行山洪灾害预警预报已成为全省防洪减灾工作亟待解决的关键问题。基于中国山洪水文模型构建了福建省山洪灾害预警预报系统,介绍了系统的构建思路、框架及主要功能,并在山洪灾害发生频次高、危害重的柘荣县、顺昌县和永春县开展试点建设,对其应用成效进行了分析,以期为福建省小流域防洪决策和防灾减灾体系建设提供关键技术支撑。
Fujian Province is one of the regions prone to flash flood disasters induced by torrential storms and river floods.Forecasting flash flood accurately and disseminating warning messages timely have become the key issue in provincial flood prevention and mitigation. A flash flood forecasting and warning system was developed based on China Flash Flood Hydrological Model in Fujian Province. This paper introduces the design, framework and functions of this system. Pilot applications were carried out in Zherong County, Shunchang County and Yongchun County, where flash floods have frequented and serious damage resulted. The achievements were analyzed. This study was expected to provide technological supports for decision making and system construction for flood control and mitigation.
