财政分权模式下社保基金管理的存在问题及对策

Social Security Fund Management Issue and Its Countermeasures under Decentralized Authority Mode

社保基金为我国社会保障提供主要财力支持。当前我国的社保管理仍处于调整和发展阶段,基金在管理运作中依然存在一系列问题,如何增强社保基金安全有效的管理,是目前首先要改善和解决的问题。十九大提出要"尽快实现养老保险全国统筹,以提高保障和改善民生水平"。本着这一精神,笔者首先对分权模式下社保基金管理的现状进行分析,然后就其所面临的问题以及如何提高社保基金管理水平提出自己的对策,管理运营好社保基金,促使其保值增值。

The social insurance fund is the main financial support in China.At present,our country’s management of social insurance is still under the phase of adjustment and development.A series of problems in the fund operation still exist.How to strengthen the management of social insurance fund and make it safe and effective is the problem that needs to be solved first.In the 19 th National Congress of the Communist Party of China,it offered＂As soon as possible,the national endowment insurance plan as a whole,in order to improve the level of ensuring and improving people’s livelihood＂.This article firstly conducts the analysis of the current situation for the management of social insurance fund under the decentralized authority mode.Regarding the confronting problems,it proposes the countermeasures for the improvement of management level for the management of social insurance fund,good operation of social insurance fund and the promotion of its value maintenance and adding.
