摘要
目的了解北京市传染病疫情报告管理人员状况,探讨该市医疗卫生机构人员配置中的特点和存在的问题,为今后制定相应政策,改善配置提供科学决策依据。方法应用自制调查表,对具有直报资格的医疗卫生机构2015年传染病疫情网络直报人力资源状况进行调查,用Excel 2013和SPSS 18.0软件进行数据清理归类和描述性分析。结果全市医疗卫生机构从事传染病直报人员数为2 092人;三级医疗卫生机构中7.65%的机构传染病疫情报告管理人员未达到2人,二级医疗卫生机构中44.53%的机构未达2人,一级医疗卫生机构均能满足至少1人的要求;年龄分布以30~39岁和40~49岁为主,分别占36.8%和28.1%;各级医疗卫生机构职称主要以初级为主,占47.99%;学历构成主要是以大学本科为主,占44.74%;专业构成主要以医学专业(除预防医学外)为主,占65.54%;工作年限以5年以内为主,占51.61%。结论部分医疗卫生机构传染病疫情报告管理人员数量配备尚未达到国家规范的要求,专业结构不合理;各级医疗卫生机构传染病疫情报告管理人员流动性较大,以年轻力量为主;职称结构尚需改善,高学历人才比例较少,业务素质有待提高。
Objective To investigate into the current status of notifiable infectious disease reporting staffs in health facilities in Beijing; and to explore the characteristics and concerns in human resource collocation( HRC) strategies,and to provide scientific evidence for its improvement. Methods Questionnaires were used to survey the management/human resources status in qualified health facilities in direct reporting network in 2015. All data were sorted and analyzed with Excel 2013 and SPSS 18. 0. Results There were 2 092 infectious disease reporting staffs under study. 7. 65 % of the tertiary and 44. 53 % of the secondary health facilities have less than two regular reporting staffs. All the primary health care facilities meet the minimum requirements of one staff. The groups aged 30-39 and 40-49 years old were of 36. 8 % and 28. 1 %,respectively. 47. 99 % of the reporting staffs had a primary professional title. 44. 74 % were undergraduate. 65. 54 % were majored in medicine( preventive medicine excluded). 51. 61 % of the staffs worked less than five years. Conclusion Not all health facilities meet the national standard requirements in the number of infectious disease reporting staffs. The post of infectious disease reporting staffs is of high mobility. The reporting staffs are mainly juniors in profession. Professional structure needs to reform and the further education is required.
