Agricultural machinery scrap renewal subsidy policy in China

我国农机报废更新补贴政策已试点6年,累计约有20万台老旧农机得到报废,农机报废更新正逐步受到农民的关注。新时代践行绿色发展、安全发展的理念,对农机报废更新提出了更高要求。通过对国家层面现行报废更新补贴政策进行简要分析,结合基层试点实践,借鉴部分省份制度创新,对报废更新补贴政策的8个方面问题进行研究,旨在为有关主管部门顶层设计报废更新政策提供一定参考。

Agricultural machinery scrap renewal subsidy policy has been piloted for six years in China. About 200 000 old agricultural machinery have been scrapped. As a result, the scrap and renewal of agricultural machinery is gradually receiving the attention of peasants. Besides, the new era concept of green development and safe development is requiring a larger scale of agricultural machinery scrapping and renewing. Therefore, this paper, based on a brief analysis of the current state-level policy on the agricultural machinery scrap renewal subsidy, studies eight aspects concerning the scrap renewal subsidy policy in light of the primary level pilot practices and the institutional innovations in some provinces, aiming at providing some advice and suggestions for upper departments in the making of top-level policy on the agricultural machinery scrap renewal subsidy.
