摘要 以R&D人员全时当量等6个指标为科技资源投入,以专利申请受理量等5个指标为科技资源产出,应用熵权法计算各全国各地区2008-2015年的科技投入、产出的权重,应用指标体系法来构建科技资源配置效率模型,计算各地区科技资源配置效率及时空演进特点。应用ANN-GA方法,计算出科技资源配置效率与科技资源投入产出组合最优解,并与北京市进行比较,指导提升科技资源配置效率。 In this study, the 6 indicators such as R&D personnel full-time equivalent are as science and technology input, and 5 indicators such as amount of patent applications accepted are as scientific and technological output. The entropy weight method is used to calculate the weight of technology input and output from 2008 to 2015 in various regions of China. The index system method is applied to construct the efficiency model of science and technology resource allocation, and to calculate the efficiency of science and technology resource allocation in various regions and the characteristics of spatial-temporal evolution. Employing the ANN-GA method, it is concluded that the optimal solution of allocation efficiency of science and technology resources, the input and output of science and technology resources is calculated, and compared with Beijing, this paper is to guide and improve the efficiency of science and technology resource allocation.
