The Development of People's Congress System in the New Age

我国已经进入社会主义新时代,如何协调多元利益关系、保护公民合法权利、限制公权力,是这一时代需要解决的三大命题。因此,必须积极强化和发挥人大制度的作用,维护宪法的权威和尊严。人大制度的发展必须坚持穷尽既有的制度资源和运用宪法思维、法治思维两大原则。新时代人大制度发展的主要内容包括国家机构体系及其内部建设,树立宪法法律至上,人大主导立法、民主立法和依法立法,建立健全利益表达机制,预防公权力滥用和强化人大及其常委会对其他国家机关的监督六个方面。

China has stepped into the New Age of Socialism.In this age,the coordination of multipleinterests relationships,the protection of civil rights,and the restriction of public power,are the three problems that should be solved.Therefore,we should strengthen the role of the people's congress system and protect the constitution's authority.The development of the people's congress system should make full use of the current system resources,implementing constitution and rule of law.We should improve the inner construction of national institution system,advocate the supreme role of the constitution in the legal system,ensure the people's congress's leading role in legislation,and push forward legislation by democracy and rule of law.Meanwhile,we should also construct a sound opinion expression system and prevent public power abuse by enhancing the people's congress and the standing committee's supervision towards the national authorities.
