地方人大专门委员会的功能设计及其监督实践

The Functional Design and Supervisory Practice of the Special Committee of the Local People's Congress

完善人大专门委员会设置是健全人大监督制度的重要内容。地方人大专门委员会的运行实践表明,专门委员会之于人大监督权的行使而言,具有协助和保障等基础性作用。但专门委员会在作用发挥过程中仍然存在议决机制、人员结构、职能发挥空间等层面的问题。鉴此,需借由必要的改良路径,探寻专门委员会制度的提升空间,以此加强其在地方人大监督工作中的作用。

This article takes the Special Committee of the Local People's Congress as the research subject. Through doctrine analysis on relevant documents and studies on operation practice,one can find that the Special Committee has a basic function on assisting and ensuring the supervision authority of the People's Congress. However,during the implementation of this function,the Special Committee faces problems on decision mechanism,personnel structure,function display space and etc. Therefore,through necessary reform routes,we should improve the Special Committee System and improve the supervisory role of the Local People's Congress.
