比较视角下中美两国政府改革意识实证研究

A Comparative Study on the Chinese and American Governments' Ideology of Reform

政府改革意识与一个国家的未来发展息息相关。以1978年至2016年中国《政府工作报告》与美国《国情咨文》为研究样本,通过文本分析研究中美两国政府在发展进程中改革意识的现状和历史变迁可以发现,在波动规律上,两国政府的改革意识相对同步;在内容层面上,较之美国政府更关注社会层面的改革,中国政府的改革则经历了从经济改革到全面改革的演变,同时,中国政府的改革意识更具一贯性、连续性和持久性。

This paper studies the government ideology of reforms by taking China′sGovernment Work Report ＂and US government′sState of the Union Address＂ from 1978 to 2011 as samples based on kind of content analysis.It focuses on how the ideology of reform has changed and analyzes the relationship between them existing in the two governments.The results show that there are differences between the two governments′ideology of reforms,but they are also correlated.
