福建省制造业创新驱动研究

Research On the Strategy of Innovation-driven Development of Manufacturing Sector in Fujian

选取福建省制造业为研究对象,采用定性和定量相结合的分析方法,研究各产业规模、创新投入与创新产出的配比关系,描述福建省制造业创新驱动概况。基于层次分析和对比研究法,就福建省制造业所面临的创新投入、产业结构调整、创新能力和配套服务体系等问题进行阐述,尝试寻找存在问题的原因,确定了创新意识、发展方式、人才储备和政府作用为主的制约福建省制造业创新发展等原因。以此为基础,提出了强化企业领导创新意识、优化创新环境、氛围和机制;改变粗放式经济增长方式,加快产业转型与升级,推进主导产业高端化集聚化;改善人才培养和引进机制,发挥政府引领作用等政策建议。

Through qualitative and quantitative analyses,we make a study on the industry scale, and the relationship between investment and output of innovation in manufacturing sector in Fujian, and obtain a general picture of the condition of the strategy of innovation-driven development in Fujian. By means of AHP(Analytic Hierarchy Process) and comparison, we make a detailed analysis of problems in innovation investment, industrial structure adjustment, capability of innovation and complementary service system in Fujian province, and find out the reasons that slowed the pace of the innovative development of manufacturing in Fujian: lack of innovation consciousness,uncleas in development,talents inadeguate reserves and inefficient government function. Further research leads to policy suggestions like strengthening the enterprise authorities' consciousness of innovation, upgrading the environment and mechanism for innovation, accelerating industrial restructuring and upgrading by changing the extensive mode of economic growth, promoting advancement and centralization of the leading industry, and improving personnel training and employment mechanism, and the leading role of the government.
