摘要
21世纪以来,印度在参与印度洋安全治理方面表现积极。印度赋予了自己多重角色,包括"印度洋上的最主要的利益攸关方"、"印度洋地区净安全提供者"、"印度洋地区发展最快的经济体"、"印度洋安全架构中的领导者"等。印度还不断更新其参与理念,并积极参与治理实践以强化这些身份角色。但印度要成为被国际社会广泛认可的"印度洋安全治理的领导者"还有较长的一段路要走。本文认为,印度的印度洋政策思维有多个维度,既有安全治理维度,也有地缘政治和海权维度以及海洋经济维度等。正因如此,印度在参与印度洋安全治理过程中也存在借助"地区安全治理"之名以谋求自身地缘政治和海权方面优势的自私行为。
Since the beginning of the 21 st century, India has been active involved in the security governance in Indian Ocean Region( IOR). India self-defined its multiple rolesin this region, such as "the most important stakeholder,""net security provider,"" fastest growing economy," " potential leaderin security architecture of the Indian Ocean," etc. India has updated its ideas of participation and has been actively involved in governance prac tices. India’s current policy thinking concerning Indian Ocean has multiple dimensions covering security governance, geopolitics, sea-power, as well as blue economy. India sometimes tries to seek an advantage in terms of geopolitics andsea-power under the guise of "regional security governance."
