摘要
合理选择各运输区段分承运人对多式联运人有效完成运输任务至关重要。针对目前分承运人选择中的主要问题,提出利用理想点综合评价法对分承运人做出综合判断。在科学合理确定分承运人量化指标的前提下,从企业形象、服务水平、运输费用、技术水平等方面构建多式联运分承运人量化指标评价体系,建立以各评价指标值与理想点之间距离最小为目标的综合评价函数,最后通过案例阐述该评价方法的应用。评价结果表明,理想点综合评价法能够对分承运人的各方面能力做出较为客观的评价。
Optimized selection of multimodal transport sub-carrier for each section is critical for accomplishing the transport task. Targeting the main existing problems in the current choice of sub-carrier, ideal point comprehensive evaluation method is used to make a comprehensive judgment of sub-carrier in this paper. On the premise of scientific and reasonable determination of the carrier's quantification index, the sub-carrier evaluation system is constructed from the aspects of enterprise image, service level, transportation cost and technical level of the sub-carriers, and a comprehensive evaluation function of the shortest distance between the evaluation index and the ideal point is established. In the end, the application of this evaluation method is explained by a specific case. The evaluation results show that the ideal point comprehensive evaluation method can make an objective evaluation on the various aspects of the sub-carrier.
