三十多年来,河南民办教育由小到大,由弱到强。特别是近十年来,规模不断扩大,质量持续提升,在校生规模已稳居全国第2位,办学水平得到社会广泛认可。在做大做强的同时,河南民办教育坚持教育的公益性原则,把服务当地经济社会发展和学生的全面发展作为办学的根本目的,在各级政府和社会各界的支持下,遵循规律,克服困难,谋发展,求进步。目前已经基本形成了高、中、初等教育呼应,职教、普教互通的体系,而且紧密融合在全省大教育体系之中,成为河南教育不可或缺的力量。但是由于主客观条件的制约,在发展过程中还面临许多困难。政府应结合实际,制定落实《民办教育促进法》(新修法)实施细则。民办学校应研究新情况,从办学理念、发展方式、内部管理、人才培养等方面创新发展。长期制约民办教育发展的办学经费、师资问题的解决,需要政府、社会和学校共同努力。

Growing out of nothing,private education in Henan has acquired glorious achievements over the past three decades. In recent 10 years particularly,accompanied by the expanding scale and increasing quality,the number of students at private schools has ranked the second place in China with its school-running level widely acknowledged by the whole society. Along with its increase in both scale and influence,private education in Henan has always followed the principle of public welfare and dedicated itself to serving the local economic and social development and the comprehensive development of students. Under the support of government of all levels and all sectors of society,it has observed the general rules and overcome difficulties so as to pursue development and progress. At present,a system with coordination between senior high school,junior high school and elementary education and interconnectivity between vocational education and regular education has been basically established,a system that has well integrated into the general educational system of the province and become an indispensable force in Henan education. However,as a result of the constraints of subjective and objective conditions,many difficulties pop up in the development process. Combined with the reality,the government should draw up the detailed rules for the practice of the law to promote private education( newly amended). Private schools should study the new situation,make innovative development in aspects such as the ideal of running school,way of development,internal management,talent cultivation etc. The problems that have restricted the development of private education for a long time,such as the funds for running school and the teachers etc,should be solved with the joint efforts from the government,the society and the school.
