产业集群与城镇化互动发展研究:机理、模式与路径——以亳州中药材产业集群为例

Research on the Interactive Development between the Industrial Cluster and Urbanization: Mechanism,Model,and Path——Taking the Example of the Industrial Cluster of Traditional Chinese Medicinal Material in Bozhou City

产业集群能够有效推动城镇化进程,而城镇化又可以促进区域经济及产业结构的调整与优化,二者之间存在一种双向互动的内在联系。亳州市拥有全国最大的中药材产业集群,作为安徽省最年轻的地级市,其城镇化进程与产业集群发展密不可分。亳州中药材产业集群与城镇化互动发展模式有两种:基于中药材专业市场的市场主导型互动发展模式和基于开发区(园区)的政府主导型互动发展模式。但中药材产业集群对亳州城镇化发展推动力不足,亳州城镇化未能有效提供中药材产业集群发展的载体和空间。为此,应完善基于产业的城镇规划体系,促进中药材产业集群与城镇融合发展;完善区域产业创新体系,促进中药材产业集群与城镇良性互动发展;完善政府产业支持体系,促进中药材产业集群与城镇可持续发展。

Industrial cluster can effectively promote the process of urbanization,while urbanization can promote the adjustment and optimization of regional economy and industrial structure,so there is a two-way interaction between them. As the youngest prefecture-level city in Anhui province,Bozhou city has the largest industrial cluster of Chinese medicinal materials in China,and its urbanization process is inseparable from the development of industrial clusters. There are two kinds of interactive development model for the industrial cluster of Chinese medicinal materials and urbanization in Bozhou city: one model is based on the professional market of Chinese medicinal material,which is guided by the market; and the other model is based on the development zone guided by the government. But the industrial cluster of Chinese medicinal materials doesn't give sufficient promotion to the development of Bozhou city's urbanization,and Bozhou's urbanization also doesn't provide effective development carrier and room for the industrial cluster of Chinese medicinal materials. Therefore,we should do well in the following aspects: complete the town plan system based on industry and promote the fusion development between the industrial cluster of Chinese medicinal material and the town; complete the innovative system for regional industries and promote the benign interactive development between the industrial cluster of Chinese medicinal materials and the town;complete the government's supporting system for the industries and promote the sustainable development of the industrial cluster of Chinese medicinal material and the town.
