摘要
目的探索分级诊疗背景下某二级医院对专科型医联体建设的思考,并提出相关对策。方法运用SWOT分析法分析该院专科型医联体建设的内部优势和劣势、外部机会和威胁。结果该院和邻近的三级专科医院有多年的合作基础,地理位置适中,临床资源丰富,专科基础较好;但因为不同级别医院存在管理差异,存在各自的利益诉求,信息发展不均衡,专科发展遭遇瓶颈;专科型医联体建设符合政策导向,也是医院发展的方向,抱团取暖符合各方利益。专科型医联体建设本身无现成模式可循,不必期望短期内见到成效。结论专科型医联体建设符合各级医院发展的需要,应抓住契机,积极落实;同时还要找准定位,建立架构,理顺流程;通过以点带面,中间突破,在专科型医联体内实现同质化管理,最终赢得病人信任,达到多方共赢的效果。
Objective To explore the construction of the specialist medical alliance in a second--grade hospital un der hierarchical medical system and put forward relevant countermeasures. Methods The SWOT analysis was used to analyze the internal strengths and weaknesses, external opportunities and threats of the specialist medical alliance con- struction. Results The hospital and the adjacent tertiary specialist hospitals had many years of cooperation with mod- erate location, rich clinical resources, and good foundation. However, there had differences on management of different levels of hospitals, on their own interests, with uneven development of information, and specialist development bottle- necks. The construction of specialist medical alliance accorded with the policy orientation, with the direction of hospital development, and the interests of all parties. The specialty medical alliance construction had no ready--made model to follow, and did not expect to see results in the short term. Conclusion The construction of specialist medical alliance accorded with the needs of the development of hospitals at all levels, the opportunity should be seized to actively imple- ment. Furthermore, it must identify the location, establish the architecture, streamline the process. Through the using the minority to bring along the majority, homogeneity management should be achieved in the specialist medical alliance, to win the patient trust and achieve win--win results.
