地方养老服务业引导资金运行模式效率改进研究——基于八个试点省区的实证调研

Research on the Improvement of the Efficiency of Local Fund-Raising Service Industry——An Empirical Research Based on Eight Pilot Provinces

本文采用文献梳理、人员访谈和实地调研等研究方法,对8个试点省区养老服务业引导资金运行模式进行研究。探寻当前运行模式存在的风险,表现为引导资金可能沦为政府投资工具、拉动投资效率损失、产生监管脱序和流失等现象。为此,探索发挥养老服务业引导资金性能的有效措施并形成长效机制,是运行模式效率改进的目标。

This paper studies the mode of guiding the fund operation of the eight pilot provinces through the literature research, personnel interviews and field investigation. To explore the current operating mode of the existence of the risk, the performance of the funds may be reduced to government investment tools, driving the loss of investment efficiency, the operation of the regulatory disorder and loss and so on. Therefore, to explore the pension service industry to play the effective measures to guide the performance of funds and the formation of long-term mechanism is the operational model efficiency improvement goals.
