当今全球科技创新已进入革命性颠覆式创新阶段,中国必须抓住机遇。党的十九大报告明确提出加快建设创新型国家,跻身创新型国家前列。其关键是要解决好"由谁来创新""动力哪里来""成果如何用"三个基本问题。要深入实施创新驱动发展战略,加快形成以创新为主要引领和支撑的经济体系和发展模式。要聚焦聚集创新要素发功施力,打造开放包容的创新生态系统,聚焦重点区域,聚力创新型产业集群,强化创新主体,让企业家唱主角,加快建设人才强国,让创新在全社会蔚然成风。

Today global scientific and technological innovation has entered a revolutionary and disruptive innovation stage, and China must seize the opportunity. The report of the 19th National Congress of the Communist Party of China clearly put forward to speed up the construction of an innovative country and rank among the most innovative countries. The key is to solve the three basic problems of ＂who will innovate＂, ＂where the motive force comes from＂ and ＂how will the results be used＂. We should implement the strategy of innovation-driven development and accelerate the fomlation of an economic system and development model that is mainly guided and supported by innovation.We need to focus on aggregating innovative elements and create an open and inclusive innovation ecosystem; focus on key areas and create new industrial clusters; strengthen the innovation main body, let the entrepreneur play the leading role.We will speed up the construction of reinvigorating China through human resource development and allow innovation to become more and more common in the whole society.
