摘要
探究食品添加罂粟壳的根源,并提出相应对策建议,为食品安全政策的调整提供依据与参考。运用文献资料查阅法、头脑风暴法形成影响此类事件发生的原因清单,通过鱼骨图绘制影响因素系统,通过专家咨询法确定关键影响因素,探究食品添加罂粟壳问题根源。认为政府监管不严与违法成本低是造成食品添加罂粟壳泛滥的关键因素,应作为此后治理重点。政府需提高对此类事件的关注,加强监管强度,适度提高惩处力度,完善信息公开披露制度、建立健全社会共治体系等措施维护食品安全。
It is to explore the origin of the food adding poppy shell, and to put forward the corresponding countermeasures and suggestions for the food safety policy to provide the basis for reference and adjustment. Using the literature review method, the brainstorming method to form a list of the causes of such incidents occurred, through the fish bone map to form the influencing factors system, through the expert consultation method to determine the key influencing factors, explore the food adding poppy shell problem origin. Poor government regulation and low legal costs are considered the key factors that contribute to the proliferation of food poppy shells and should be the focus of future governance. The government needs to raise the concern about such incidents, strengthen the supervision intensity, moderately improve the punishment, improve the information disclosure system, and establish a sound social co-governance system and other measures to safeguard food safety.
