摘要
界定产业创新速度的概念,认为其对高技术产业的直接作用机制包括国家创新效应、政府创新驱动压力、集聚竞争效应、规模经济效应,间接作用机制包括研发资源带动效应和研发资源配置效应。基于面板数据模型和面板门槛回归模型的实证研究表明:高技术产业创新速度对创新成果的贡献显著,其弹性系数为0.368;产业创新速度同时存在研发经费的门槛效应和研发人员的门槛效应,高水平研发投入地区产业创新速度的弹性系数更大,研发人员中等投入水平地区产业创新速度的弹性系数最低;协同创新与研发人员投入绩效有待提高。
This paper presents the concept of industry innovation speed and we conclude that the mechanism of the direct action of the industry innovation speed to high-tech industry includes national innovation effect, the government innovation driving pressure, agglomeration competition effect, and scale economic effect. Mechanism of the indirect action includes R&D resource driving effect and R&D resource allocation effect. The empirical study based on the panel data model and panel threshold regression model indicates that high technology industry innovation speed contributes to the innovative achievements significantly, and the elasticity coefficient is 0.368. Industry innovation speed exists threshold effect of the R.&D expenditure. For the area that has the high level lk&D investment, the elasticity coefficient of industry innovation speed is bigger. At the same time, industry innovation speed exists threshold effect of the R&D personnel, and the elasticity coefficient is the lowest in the areas with secondary R&D personnel. Collaborative innovation and r&d personnel input performance need further improving,.
