The Construction of Grass-roots Political Power in the City Proper of Beijing Municipality in the Early Period of New China

北京解放后,中国共产党通过走群众路线,顺利地实现了基层的接管和建立新政权。为适应大城市特点,北京市城区基层政权组织形式几经调整,最终形成了区—街道办事处—居民委员会的层级式行政管理体制。通过会议等协调机制,基层政权实现了各部门的条块结合、协同运作,最重要的是通过制度设计,地方党委成了基层政权坚强的领导核心。

After the liberation of Beijing, through the mass line the CPC successfully achieved the grass-roots' takeover and construction. In order to adapt to the characteristics of the big city, the organization forms of city proper' grass-roots political power construction had got several adjustments and finally formed administrative management system with different levels from district to sub-district office to residents' committee. By the coordination mechanism of conference and so on, the grass-roots political power realized the combination and cooperation of various departments, and the most important thing was that the local Party committee had become a strong leading core of the grass-roots political power through the system design.
