环境容量约束下调水工程受水区污染管理研究 被引量:1

摘要 为使受水区经济社会可持续发展,以引洮工程为例,对调水引起的排污权管理问题进行了研究:采用文献研究法从理论上探讨了环境容量、排污权及其关系;采用定额计量法计算了调水带来的COD和氨氮增量。结果表明,受水区6个县中有5个县的氨氮严重超标、2个县的COD超标,并基于此提出了完善政府、社会与市场共同治污机制及引导受水区进行产业结构调整等政策建议。 In order to promote sustainable economic and social development in water -receiving area, studies on management of pollution discharge permission for water diversion has been conducted by taking Tao River water diversion as an example. It uses literature research as a method to discuss the relationship between environment capacity and pollution discharge permission in theory. It also uses norm measurement to estimate COD and ammonia nitrogen increment of water diversion. The result shows that the level of ammonia nitrogen far exceeds the standard in 5 counties and COD exceeds standard in 2 counties among 6 counties of water receiving areas. It is suggested to improve pollution control system with joint efforts of government, general public and private sector and make adjustment of industrial pattern in water-receiving areas with policy measures.
