煤炭资源富集区生态补偿模式探讨——以陕西神木县为例 被引量:5

摘要 煤炭资源富集区生态补偿模式的研究对于推进生态补偿实施、寻找能源开发与环境保护的平衡点具有重要意义。文章以典型县神木县为例,运用Logistic二元回归方法对192份调查问卷的数据进行分析,探讨资源富集区农户选择生态补偿模式的影响因素。结果显示:农户更偏好于选择稳定的政策补偿模式和更高额度的现金补偿模式,其中47.9%的农户选择政策补偿,35.9%的农户选择现金补偿,11.5%的农户选择技术(智力)补偿,另有4.7%的受访农户希望得到机会补偿;影响农户选择政策补偿模式的因素是常驻家庭人口、技能和人口规模,影响农户选择现金补偿模式的因素有位置、距县中心的远近和技能。文末对分析结果进行进一步讨论,为煤炭资源富集区生态补偿政策实施提供参考。 With the development of coal resources exploitation, the ecological environment got worse, which has caused adverse influence on the mining area people's life. Research on ecological compensation model of coal resources enriched region is of great significance to promote the implementation of ecological compensation and find the way to keep the balance between energy development and environmental protection. This paper takes Shenmu which is a typical coal-rich county as an example, using Logistic binary regression to analyze the data of 192 questionnaires. Afterward we discussed the factors influencing farmer's choice of ecological compensation mode in the resource-rich region. The results are as follows: The majority of farmers preferred the stable policy compensation model and the higher cash compensation model, which accounted for 47.9% and 35.9% respectively. It shows that: 11.5% of farmers chose technology compensation, and 4.7% of farmers wanted to get the opportunity compensation. The factors that urge the farmers to choose the cash compensation model are location, skills and distances from the county center. The factors that urge farmers to choose the policy compensation model are resident family population, skills and population size. Subsequently, the results of the analysis are discussed in the hope of providing a reference to ecological compensation research in coal resource-rich region.
