新型农业经营主体的农业环境管理绩效模式选择研究——基于重庆市37个区县的实证分析

Research on the Choice of the Patterns for Performance Evaluation of Agricultural Environment Management of New Agricultural Business Entities:Based on the Empirical Analysis of 37 Districts and Counties in Chongqing

培育新型农业经营主体是我国农业现代化进程的必然要求，农业环境管理是加快推进生态文明建设的必然举措，是建设美丽中国的必然要求。文章基于2007—2014年重庆市37个区县（除渝中区）的相关数据，实证研究了在“政府主导”“市场主导”“第三方主导”的模式下，新型农业经营主体与农业环境管理之间的关系。实证结果表明：新型农业经营主体的构建对农业环境管理起到了正面的促进作用；进一步验证不同模式下两者关系的作用效果，结果发现在“政府主导”型模式下，新型农业经营主体对农业环境管理的正向影响被削弱，而在“市场主导”型、“第三方主导”型模式下，新型农业经营主体对农业环境管理的正向影响得到强化。研究结果为如何保护和管理农业环境提供了经验证据，并为完善新型农业经营主体与农业环境管理协同发展模式的相关政策制定提供了实证支持。

The cultivation of new agricultural bussiness entities is the necessary requirement of agricultural modernization. Agricultural environmental management is indispensable for ecological civilization development, and it is the inevitable requirement of building a beautiful China. Based on the 2007-2014 relevant data of 37 districts and counties in Chongqing （except Yuzhong district）, we made the detailed empirical analysis to explore the relationship between new agricultural bussiness entities and agricultural environmental management under the ＂government-oriented＂, ＂market-oriented＂ and ＂third party-oriented＂ model. It comes to the following conclusions： Firstly, new agricultural bussiness entities play an active role in the promotion of agricultural environment; Secondly, under the ＂government- oriented＂ model, the positive effect made by new agricultural bussiness entities is weaker. However, under the ＂market-oriented＂ and ＂third party-oriented＂ model, the promotive role of new agricultural bussiness entities has been strengthened. These conclusions not only provide empirical evidence for the protection and management of agricultural environment, but also offer support for the perfection and enhancement of collaborative building mode of new agricultural bussiness entities and agricultural environment relevant policies and institutions.
