近年来,对于网络中立的讨论热度一直未减。网络中立作为一个互联网治理的重要议题,已成为当今决策者关注的焦点。本文通过对十余年来美国网络中立政策的系统梳理,分析支持者和反对者的博弈与较量,认为这一政策变迁背后预示着互联网生态和市场环境的变化以及网络权力结构的再重组。

In recent years, the discussion of network neutrality has been unabated. As an important issue of Internet governance, network neutrality has become the focus of policy makers. This paper is based on systematic analysis of the USA network neutrality regulation from 2005 and analyzes the opinions between proponents and opponents. Finally,it comes to a conclusion that the network neutrality policy changing indicates the change of Internet ecology and power structure on the internet.
