摘要
公立医院是我国基本医疗的主体,肩负着医疗卫生服务和公共卫生服务的责任,是同时具备公益性和福利性的社会公益单位。我国的医疗卫生管理起步较晚,在计划经济体制下建立了现有的医院管理体制,而医疗卫生改革的推进,暴露了原有体制的缺点以及制度的不健全等问题。医疗卫生管理体制如何改革,势必影响到我国医疗卫生事业的发展。本文主要从医院卫生管理制度改革的意义和基本改革策略加以论述,对深化卫生管理体制改革明确了目标和责任,对建立符合现代需求的医院管理制度提出了可行性建议。
Public hospitals are the main body of basic medical care in our country, shouldering the responsibility of health care services and public health services, and are public welfare and social welfare units. China's medical and health management started relatively late, and established the existing hospital management system under the planned economy system. The medical and health reform advancement exposed the shortcomings of the existing system and the unsoundness of the system. How to reform the health care management system is bound to affect the development of China's medical and health undertakings. This paper mainly discusses the signifcance and basic reform strategies of the hospital health management system reform, and defines the goals and responsibilities for deepening the reform of the health management system and puts forward feasible suggestions for establishing a hospital management system that meets the modern needs.
