资源型城市产业结构锁定的形成、演化及机理:基于枣庄市的案例研究

The Path,Evolution and Mechanism of the Industry Structure Locking in Resoure-based Cities:Case of Zaozhuang

本文运用偏离—份额分析法研究了枣庄市工业结构的演化过程。研究结果表明:枣庄市产业结构锁定显著。锁定前期阶段,产业锁定于煤炭开采和洗选业、非金属矿物制品业、农副食品加工业、电力、煤气及水的生产和供应业;锁定后期阶段,产业锁定于煤炭开采和洗选业、非金属矿物制品业、通用设备制造业、化学原料和化学制品制造业、纺织业;解锁阶段,枣庄市工业部门增加,产业结构相似系数下降到0.93,工业就业锁定系数下降到0.20以下,煤炭产业的就业和产值都呈下降趋势。产业结构锁定阶段受多种因素耦合而成,研究主要从资源禀赋因素、政治因素、市场因素等来分析对枣庄市产业结构演化产生的影响,并且根据影响因素从政府政策、企业转型、市场等多方面提出解锁措施。

The study shows that the industry structure of Zaozhuang City is analyzed by using the deviation-share analysis method. The results show that the industrial structure of Zaozhuang is locked. In the Pre-lock stage,the industry structure had been locked in the coal mining and washing industry,the non-metallic mineral products industry,the agricultural and sideline food processing industry, the electricity industry, and the gas and water production and supply industry. In the later-lock stage,the industry structure had been locked in coal mining and washing industry,the non-metallic mineral products industry, the general equipment manufacturing industry, the chemical raw materials and chemical products manufacturing,and the textile industry. During the deblocking period,the industrial sector of Zaozhuang was increased. The similarity coefficient of Zaozhuang industrial structure decreased to 0.93,and the industrial employment lock coefficient fell below 0.20. The employment and output values of coal industry were declining.The phase of the industrial structure is coupled with many factors. The research mainly analyzes the influence of the resource endowment factor,the political factor and the market factor on the industrial structure evolution of Zaozhuang City. According to the influencing factors,the study proposed unlock measures from many aspects such as government policy,enterprise transformation,market and so on.
