从空间到行动:社区营造的多维政策机制研究——基于上海的一项个案研究

From Space to Action:Research on Multidimensional Policy Mechanism of Community Building

上海在走向全球卓越城市的进程中,需要正视快速城市化过程中凸显的城市社区治理难点问题,不断创新政策机制,进一步提升治理水平,走出一条符合超大城市治理特点和规律的城市基层社会治理的新路子。文章立足于城市社区空间到社区治理行动的变化,从空间、关系和行动三个维度,结合上海市凌云街道的"凌云生态·家"项目建设,强调通过社区生态公共空间的拓展与构筑,增强居民归属感,构建居民交流、共商机制,借此改善社区认同,让社区从一个生活的共同体演变成一种信念的共同体。由此,文章认为社区营造是未来强化社区治理成效的方向,其重点在于建立起社区事务协商参与的多级公共空间,形成共治、自治衔接的有效政策机制,从而真正实现基层社区与国家良性互动、政府行政管理与居民群众自治相衔接的基层社会治理的新格局。

This article,based on the changes of urban community space to community governance,integratesthe construction of“Lingyun Ecological Home”project in Lingyun Street in Shanghai from three dimensions ofspace,relationship and action. It emphasizes enhancing residents’sense of belonging and building amechanism for residents’communication and discussing so as to improve community identity and makecommunities evolve from a community of life into a community of faith through the expansion and constructionof public community space. The article finds that community building is the direction of strengthening theeffectiveness of community governance in the future. The emphasis is on establishing a multi-level publicspace which community affairs can be consulted and participated,forming an effective policy mechanism forco-governance and autonomy. This is a new pattern of grass-roots social governance.
