全球海洋治理目标内含全球海洋治理的价值导向,具有重要的指导意义。目前,全球海洋治理并没有形成统一的目标,导致全球海洋治理碎片化、方向扭曲化和治理效果差异化。统一全球海洋治理目标势在必行,也是建构全球海洋治理框架的首要环节。设置全球海洋治理目标需要凝聚全球海洋治理的价值共识,培养正确的海洋伦理观念,塑造顺应时代的全球海洋观,唯有如此,才能推动全球海洋治理理念的全球化。其中,全球海洋治理的价值是引导我们设置全球海洋治理目标的内在基础。全球海洋治理目标是一个结构体系。在目标设置的过程中要注重提高目标的清晰度和可操作性,才能制定出合适的全球海洋治理目标。

The goal of global ocean governance,including the value orientation of governance,is ofa guiding significance.Now,there is not a unified goal towards global ocean governance,which inevitably results in fragmentation,distortion and differentiation of governance effects.The uniform goal of global ocean governance is imperative,and also a prerequisite for building aglobal ocean governance system.Setting the goal needs the common value of governance.Besides,we need to cultivate right ocean ethical ideas,shape a global ocean view of conforming to times and improve globalization of the concept of global ocean governance.Setting the goal is a structural system,which should be based on the value of global ocean governance.During this process,we need to focus on improving the clarity and workability of the goal.Only in this way can the appropriate global ocean governance goals be set.
