自然资源产权视角的水权交易价格经济学属性再审视

Reexamination of Economic Properties of Water Right Transaction Price from the Perspective of Natural Resource Property Right

围绕区域水权交易和取水权交易两种主要交易形式,运用传统的边际效用理论对水权交易价格进行经济学分析,指出一般经济学理论对水权交易价格认识的缺陷。基于十八届三中全会提出的健全自然资源资产产权制度要求,从自然资源产权制度的战略高度,提出水权交易价格应是水权持有者的财产性收益、是水资源高效配置的经济杠杆、政府调控下的多方均衡结果以及受多种因素影响的特殊权属价格。

This paper analyzed the price of water right transaction by using the traditional marginal utility theory, and pointed out the shortcomings of the general economic theory on the price of water right transaction. Based on the requirements of sound property right system of natural resources assets proposed by the Third Plenary Session of the 18 th CPC Central Committee, the price of water right transaction should be the property income of water right holders,the economy of water resources allocation leverage, the multi-balanced results under the government control and the special ownership price affected by a variety factors.
