在厘清特色小镇与特色小城镇概念的基础上,以甘肃为例着重研究了加快特色小镇建设的对策措施。首先,分析了甘肃特色小(城)镇的建设现状。其次,查找出甘肃特色小(城)镇建设中存在的问题。最后,针对甘肃特色小镇建设中存在带普遍性的问题提出了"各级政府、企业及广大市民要充分认识特色小镇建设的重大意义,开辟甘肃新型城镇化发展的特色小镇新路径;完善政策保障体系,加大政策支持力度;建立多元化的投融资机制,重点引入PPP模式;规划先行,分类施策;突出主题,彰显特色;培植和发展特色产业,提高产业竞争力和吸纳就业的能力;建设生态、美丽、宜居宜游、风貌独特的新镇;彰显特色传统文化,建设文旅小镇;创新特色小(城)镇体制机制,激发内生动力;引导各类人才向特色小(城)镇聚集;建立特色小镇考核评价体系,优胜劣汰"等对策措施。
