摘要
随着大学自主权进一步扩大和落实,战略规划逐渐成为高校的例行工作,也成为高校协调各方利益进行公共选择的工具。通过对HA大学"十二五"发展规划中的学科发展失败案例分析,发现大学战略规划实施存在集体行动困境,其原因有战略规划各行动主体的利益各异,战略规划部门尚不能有效发挥利益协调作用,战略规划各行动主体缺乏相应的"选择性激励",利益相关者参与大学战略规划受阻。走出大学战略规划集体行动困境的现实路径包括,进一步发挥大学行政系统的当然主体作用;还给学术市场应有的地位;改进战略规划的激励制度;建构参与式大学战略规划。
With the further expansion and implementation of university autonomy, strategic planning has gradually become the routine work of universities and has also become a tool for coordinating the interests of all parties in public choice. Based on the case analysis on the failure of the disciplinary development in HA University “the 12th Five-Year Plan” development planning, it turns out that there is the dilemma of collective action in the implementation of university strategic planning. The reasons are that the interests of the various action subjects are different in strategic planning, the strategic planning department can not effectively play the role of coordination of interests, the action subjects of strategic planning are lack of corresponding “selective incentives”, stakeholder participation in university strategic planning is blocked. The realistic path to go out of the collective action dilemma of university strategic planning is that the university administrative system further plays the main role as a matter of course, the position of the academic market should be returned, the incentive system of strategic planning should be improved, the participatory university strategic planning should be constructed.
