With the development of internationalization, more and more Chinese enterprises are going abroad to search opportunities. EPC general contract model gradually becomes to one of the mainstream models in international project contracts. To adapt better to the international environment and meet the requirements of highway project design and management, this article mainly analyse the planning process of design scheme in general contract, the internal approval process of design documents and the processing flow of divergences in design, in order to implement security, quality, progress in highway projects, ensure environmental protection and realize the commercial and social goals.
