供给侧改革视域下社区体育公共空间供需矛盾及其化解

Contradiction between Supply and Demand of Community Sports Public Space and Its Resolution from the Perspective of Supply Front Reform

体育公共空间供需矛盾是制约社区体育发展的桎梏所在,现实中,体育公共空间供需矛盾主要体现为供需失衡。体育公共空间供需矛盾既有量的短缺,在社区体育公共空间先行供给过程中,没有充分考虑社区体育发展对空间的潜在需求,加之在法律上没有给予社区体育公共空间明确的定位,社区体育公共空间也没有刚性的供给制度,使得现有的空间供给难以满足社区体育发展的需要。同时,也有结构性矛盾,社区体育公共空间供给时并未顾及到集体性社区体育活动开展对空间的特殊需求,引发了一系列群体性社区体育活动冲突。此外,更有制度的缺失,社区体育公共空间治理机制还不完善。对于体育公共空间的供需矛盾,可通过社区体育公共空间供给侧改革予以化解。在宏观层面,政府需要作为供给主体,通过资源合理配置解决社区体育公共空间的供给问题。一方面,需要增加供给量,满足社区体育发展对空间的需求;另一方面,需要通过调整结构,化解社区体育公共空间结构性矛盾。在中观层面,需要体育行政部门与体育社团协同,通过公共服务、治理制度与组织供给,解决社区体育公共空间治理与服务问题。在微观层面,需要社区居委会与居民协同,解决社区公共体育空间的微观治理问题。

The contradiction between supply and demand of sports public space is the shackles of restricting the development of community sports. In the realworld, the contradiction between supply and demand of sports public space is mainly reflected as the imbalance between supply and demand. There is a short-age of the supply and demand contradiction of sports public space, the existing space supply is difficult to meet the need of community sports development, be-cause the potential space demand of the community sports development has not been fully considered. The community sports public space has not been given aclear positioning by the law, and there is no rigid supply system of community sports public space during its first supply process. At the same time, there is alsostructural contradiction. The supply of community sports public space did not take into account the special needs of space for collective community sports activ-ities, which triggered a series of conflicts of community sports activities. Furthermore,the system is missing, community sports public space governance mecha-nism is still not perfect. This contradiction can be solved through the supply side reform of community sports public space. At the macro level,the governmentneeds to be the subject of supply to solve the supply problem of community sports public space through rational allocation of resources. On the one hand, it isnecessary to increase the supply to meet the space needs of community sports development. On the other hand, it is need to adjust the structure to resolve thestructural contradictions of community sports public space. And the middle level, its need to solve the problem of community sports public space governanceand service, through public services, governance systems and organizational supply, by the synergy of sports administrative departments and sports associa-tions. And the micro level,the micro-governance problem of community public sports space can be resolved by the coordination of community neighborhoodcommittees and residents.
