十八大后,服务型基层党组织建设成为党建创新的一大亮点。高等学校基层党组织的服务理念、服务机制和服务内容有了质的飞越,但创建活动也面临瓶颈。从系统论视角出发,研究高等学校服务型基层党组织建设,通过整体统筹布局、联动推进;发掘关联、丰富服务内涵;推进开放,打造服务品牌;构建长效机制,建设健康的党建生态系统,创建和优化高等学校党建的战略布局,实现社会主义核心价值观的深层次传播,丰富马克思主义经典理论。

Since 18th CPC National Congress, the construction of service-oriented grass-roots Party organizations has become a high spot of the Party building innovation. In spite of the qualitative leap which grass-roots Party organizations of colleges and universities have made in service concept, service mechanism and serviee content, their activity is faced with bottlenecks. From the perspective of the system theory, the construction of service- oriented grass-roots Party organizations of colleges and universities should be conducted by overall layout and joint propulsion, correlation discovery and service increase, opening-up promotion and service brand creation, and long- term mechanism construction and healthy Party-building ecology creation in order to create and optimize the strategic layout of college Party building, realize the deep eommunication of the socialist core values and enrich the classic Marxist theories.
